Twin County EPA Donation Supports MDCC Lineman Program with New Equipment

MOORHEAD, Miss. (April 15, 2026) — The Capps Technology Center, the workforce division of Mississippi Delta Community College (MDCC), has received a $10,000 donation from Twin County Electric Power Association in Hollandale to support its lineman program.
The funding will be used to purchase a utility reel trailer, providing students with hands-on training using industry-relevant equipment and enhancing the program’s ability to prepare graduates for careers in the energy sector.
Leslie Holloway, general manager of Twin County Electric Power Association, presented the check during a visit to campus on Tuesday, April 7. The donation was made possible after Twin County received funding through Cooperative Energy’s Cooperative Competes Community Grant Program, which supports workforce development initiatives across the region.
“We are extremely appreciative of the support provided by Twin County EPA,” said Douglas Freeze, MDCC vice president of workforce and economic development. “Strong partnerships with our local electric power associations help us maintain a high-quality program and build a reliable talent pipeline for the energy sector in the Delta and beyond.”
In a full-circle moment, Holloway was joined by three Twin County employees who are graduates of MDCC’s lineman program, highlighting the program’s impact on workforce development in the region.
The lineman program, housed on the MDCC Moorhead campus, equips students with the technical skills and field experience needed to succeed in the electrical distribution industry. Partnerships with organizations like Twin County EPA play a critical role in ensuring students have access to the tools, training and career pathways necessary for success.
